The Men In Black Skies

The skills and expertise of Milskil instructors were again on show at the recent Exercise Black Skies 16 held at RAAF Base Williamtown, NSW. Since 2008, the Men In Black (so called due to our all black uniforms) from Milskil have teamed with the Defence Science and Technology Group (DSTG) to design and deliver complex warfighting scenarios in a simulated environment for the Air Battle Managers of the Royal Australian Air Force (RAAF). These advanced simulation exercises act as a mission rehearsal to develop and hone individual skills and collective crew resource management across crews from the Air Defence Ground Environment and the Airborne Early Warning and Control Wedgetail capabilities. Exercise Black Skies has been held every two years since 2008 and Milskil has been instrumental in every one of these events, providing exercise design, simulation scenarios, briefing materials, Exercise Control, White Force, Red/Blue Mission Commanders and debriefing support. Black Skies immediately precedes the live Exercise Pitch Black which is conducted in the Northern Territory by Air Force every two years. In July this year, Exercise Black Skies 16 was held for the first time in new temporary facilities within the Australian Defence Force Warfare Training Centre at RAAF Williamtown. This represented the first time all equipment, personnel and communications were moved from their traditional home within DSTG in Melbourne. This move is a prelude to the RAAF establishing a mature Live, Virtual & Constructive (LVC) capability as part of their Plan JERICHO which seeks to transform the Air Force into the integrated force of the future. As part of Plan JERICHO, this most recent Black Skies represents the genesis of the Joint Air Warfare Battle Laboratory (JAWBL). The JAWBL will be the vehicle for the Air Force to realise its desire for a fully networked LVC environment to support collective training, development of Tactics, Techniques & Procedures, force level integration and experimentation. Milskil is proud to be a long term strategic partner of the Air Force and DSTG in designing and delivering the Exercise Black Skies series. Milskil will continue to be at the forefront of future force development and integration through support to the JAWBL capability as it matures.

Air Combat Training Contract

The Minister for Defence Industry, the Hon Christopher Pyne MP, yesterday announced an extension to the Air Combat Training Services Support Contract for the ongoing sustainment and operation of the Air Combat Group's Hornet, Super Hornet and Growler Aircrew Training Simulators Systems. “This extension awarded to Raytheon Australia and its subcontractor Milskil, is valued at approximately $100m and brings together separate contracts for the management and execution of training and support services for Classic Hornet and Super Hornet platforms currently being undertaken by Raytheon Australia and Milskil,” Mr Pyne said. “It also adds the EA-18G - Growler Training Support Services, support to the Spiral Upgrade program and additional services including Force Generation Services. “The revised contract will sustain approximately 50 jobs, supporting Air Combat Capabilities located at RAAF Bases Amberley (QLD), Williamtown (NSW) and Tindal (NT). The announcement reinforces the Government’s commitment to forming a new partnership with Australian defence industry with a national approach being taken to ensure that Defence gets the equipment, systems and personnel it needs now and into the future. As a strategic partner of the Royal Australian Air Force (RAAF), Milskil will deliver aircrew training services in the simulator and classroom, as well as force generation support services for the RAAF’s Classic Hornet, Super Hornet and Growler aircrew. Hornet Simulator Upgrade

In 2006, as a representative of Air Force, Milskil were instrumental in the assessment, test and analysis of the Hornet Aircrew Training System (HACTS) Tactical Operational Flight Trainers (TOFT’s). Since then, the HACTS has remained the principle F/A-18A synthetic training device, experiencing a number of impressive upgrades along the way. In order to continue to keep pace with increased capabilities of the F/A-18A and to take advantage of improvements made in different aspects of simulator technology a study was conducted by Air Force, with assistance from Milskil, of proposed upgrades to the HACTS TOFT’s. The findings from this study resulted in the implementation of the HACTS Improvement Program (HIP), with work commencing in Jan 2015 to incorporate new HIP hardware and incremental software changes into the two TOFT’s at RAAF Williamtown and the single TOFT at RAAF Tindal. As part of the HIP upgrade process, Milskil were invited to join and support the HIP Integrated Project Team (IPT) in order to provide specialist advice and assistance during acceptance testing and evaluation of the TOFT’s. The HIP IPT is comprised of Commonwealth of Australia representation from the Tactical Fighter Systems Program Office (TFSPO) and No. 81 Wing Classic Hornet aircrew SME’s, Milskil, L3 Pty Ltd, and Raytheon Australia. While Milskil have a long history and association with delivering operationally proficient and relevant Hornet aircrew training utilising both the FA-18 Classic and Australian Super Hornet TOFT’s, it may not be as readily known that a number of Milskil personnel also hold formal and distinguished qualifications in simulator accreditation, evaluation and operational test and evaluation. The unique combination of Milskil’s experience in operational fast-jet aircrew training, and its tactical test and evaluation capabilities provides the Commonwealth a valuable and peerless resource to assist and supplement the RAAF’s Air Combat Group throughout all cycles of the HACTS evaluation activities. The achievements and successes from working as a closely integrated representative of the Commonwealth for HACTS serve to highlight Milskil’s ability to provide both breadth and depth in operational sustainment areas beyond what might traditionally have been viewed as Milskil’s core business area of simulator training expertise. The trust invested in Milskil by the Commonwealth to represent their best interests in operational cutting-edge capability is something Milskil remain forever proud of.

Operational Capability Management

Milskil Operational Capability Management Yields “The Fastest, Most Capability & Fit-For-Purpose Aircraft & Systems That Victoria Has Ever Had Available For Fire & Emergency Response. Since 2011, Milskil has been assisting Victoria to develop and mature management of their Fire & Emergency Aviation (F&EA) capability. For the 2014-2015 Fire Season, the Company’s efforts are proudly paying dividends for the State as part of Emergency Management Victoria’s exhaustive efforts in hazard control. F&EA Executives consider the capability as “aircraft and systems that are the fastest, most capable and fit-for-purpose that Victoria has ever had available for Fire & Emergency response”.

Two New ACEs for Milskil

Last week, two Milskil personnel successfully completed the Aviation, Communication & Evaluation (ACE) course, conducted by NSW Rural Fire Service (RFS). The ACE course provides hands on experience in the role aviation plays in fire-fighting, how fire ground managers can gain maximum effectiveness of the aircraft by guiding the pilot into the required area, and providing feedback on the accuracy and effectiveness of the drop. Other topics include fire-fighting agents (water, foam, gels, retardants etc.) firebombing footprints, ground to air communication, common terminology and simulation activities.

During the two-day course, Milskil were able to contribute based on our considerable experience in complex aviation operations, from both an air and ground perseptive. It presented a unique opportunity for Milskil to witness how another organisation conducts training in a multi-faceted air environment. A similar invitation will be reciprocated to RFS representatives to witness how Milskil conducts training. The course also provided an opportunity to hold some bilateral discussions on the use of simulation in the training environment, and to explore how simulation could be utilised in training for air-based fire-fighting operations.

GREAT TIGER MOTH AIR RACE

The first Tiger Moth Air Race was run in 1977, in order to test the airman-ship of the many pilots who took part. Since the first Tiger Moth Air Race there have been 13 air races, the last being in 2003. The James Strong Memorial Great Tiger Moth Air Race will revive this tradition and bring pilots and machines from all over the country. The race will run along the East Coast of NSW, from Camden via Sydney to Taree over 2 consecutive days, with many spectacular viewing points available along the route. The main spectacle is on the 4th October where up to 50 Tiger Moth aircraft will fly over the Harbour Bridge and Opera House out toward the coast. The main purpose of the air race is to raise awareness of two great charities; Soldier On, and LIFT. Some keen Milskil personnel will be actively involved in this year's race, including Richard Brougham, fulfulling the role of Race Director. Tiger Air Race:

CLONTARF FOUNDATION VISIT

Earlier this year, Milskil were pleased to support a visit to RAAF WIlliamtown by a group of young indigenous men from the Moree Academy. The Academy is a part of the Clontarf Foundation, a Foundation that exists to improve the education, discipline, life skills, self-esteem and employment prospects of young Aboriginal men and by doing so equips them to participate meaningfully in society. The RAAF Williamtown visit was a reward for the young men achieving the aims of the program, including school attendance of greater than 80% of school days. The visit involved a tour of the F/A-18 Hornet Simulator, as well exposure to what it takes to be a fighter pilot. Clontarf Foundation:

MILSKIL AND AIR FORCE SIGN EVOLUTIONARY MEMORANDUM OF UNDERSTANDING

Milskil has been proactively working with Air Force over the past 4 years on strategies that seek to cooperatively manage Air Combat Fighter Instructor resources to achieve Air Force capability requirements. A significant milestone in this cooperative approach to resourcing has recently been achieved with Milskil's CEO signing a Cooperative Employment MoU for F/A-18 Instructor Pilots with Air Force Director General Personnel. The MoU, believed to be a first, serves to provide both a retention benefit to Air Force and a resource capability to Milskil. The MoU formalises an option for RAAF F/A-18 Instructor Pilots to secure additional locational stability by taking up an agreed period of employment with Milskil as an F/A-18 instructor before returning to service with the RAAF. The willingness of Air Force to actively engage with Milskil at this level, and to enter into such an important MoU is a significant milestone that recognises Milskil’s status as a key player in the Air Combat Training domain. Air Combat Training requirements are expected to increase over the next 5 years for both the F/A-18F Super Hornet and F/A-18A Classic Hornet, in advance of the latter airframe's withdrawal and transition to JSF, and the introduction of the F/A-18G Growler. Milskil has been a key contributor to Air Force Air Combat Training for over 12 years.

EXERCISE BLACK SKIES 2014

Exercise Black Skies is a complex multi-national virtual Modelling and Simulation activity conducted biennially at Defence Science & Technology Organsiation’s Air Operations Division. The Black Skies series of exercises have grown in complexity, but in essence, they are conducted to support two key-outcomes:

Provide a controlled, but operationally realistic environment through which DSTO Human Factors Scientists can obtain qualitative and quantitative research data pertaining to Air Battle Management.
Provide a controlled, but operationally realistic environment through which Air Force Air Battle Management Teams can perform operational work-ups in advance of Exercise Pitch Black – the ADF’s largest and most-complex Air Combat Exercise.

This year’s event employed Air Force Air Battle Management Teams from both ground (3CRU) and air (2SQN) surveillance and control capabilities, an Air Combat Simulator Pilot Team from Air Force’s Surveillance & Control Training Unit (SACTU), exercise control staff from Milskil, a multitude of Air Operations Division Staff, in addition to representatives from US, UK and NZ Air Combat Research Organisations. Milskil again contributed to a number of pivotal aspects of the event, not the least of which included Exercise, Scenario & Mission Design and Development in advance of the activity, as well as Director of White Force, Air Combat Subject Matter Expertise (SME) and Exercise Control (EXCON) for the duration of the exercise proper. All participants (but importantly both DSTO and Air Force) report EBS14 as being resoundingly successful. Milskil has proudly supported the design and execution of all Black Skies Modelling and Simulation events since its inception in 2008.

Air Battle Director Course

This month, Milskil specialists have been supporting the conduct of No 1/2014 Air Battle Director / Tactical Director Course, which is designed to provide senior Air Combat Officers with the knowledge, skills and experience required to plan and manage major air campaigns at the operational level. The course is a challenging mix of theory and practical lessons on all aspects of Air Battle Management. Students are instructed with the help of realistic war scenarios and encouraged to 'war game' their execution plans in both a slow-time classroom setting and a real-time exercise simulation. The course is conducted at Surveillance And Control Training Unit (SACTU), RAAF Williamtown, over a 3 week period.

Victorian Government Fire & Emergency Aviation Fleet Verification Workshop

Milskil General Manager, George Bonner is pleased to announce the successful facilitation of a Fire & Emergency Aviation (F&EA) Fleet Verification Workshop has been conducted over three demanding days in Melbourne. F&EA End-Users and Subject Matter Experts representing the Country Fire Authority, Department of Sustainability & Environment, the State Emergency Service, Department of Justice (State Control Centre) and State Aircraft Unit Managers participated in the workshop under the guidance of Milskil Operations Specialists. “Execution of the F&EA Verification workshop is the culmination of a rapid re-planning and prototyping activity across Milskil’s operational capability management team, supporting Emergency Management Victoria’s F&EA capability assessment prior to the next emergency season. I am extremely proud of Milskil’s selection to design, develop and deliver this bespoke capability assessment process in support of the State of Victoria”. Mr Adam Lawson, Manager of the State Aircraft Unit said “I am confident that the Fleet Verification Workshop has been an invaluable experience for all those who participated in the event. Through the application of defensible processes, we have collectively identified a range of operational considerations necessary to enable F&EA to support the All-Hazards paradigm." "The workshop has verified platform requirements for the 2013-2014 Fire Season and, perhaps more importantly, identified a number of procedural changes that serve to offer non-trivial improvements in the way F&EA operations are conducted. Some of these procedural changes are very minor, but some represent a significant departure from how ‘things have been done in the past’ so as a result, the findings and recommendations of the Verification Workshop will need to be tabled with the Fire Services Commissioner for consideration and approval” he added. Establishment of Fighter Training Business Unit

Milskil CEO, John Lonergan has today announced the formation and establishment of the Company’s Fighter Training Business Unit (FTBU) to better support emerging needs of Air Force Air Combat Training. For the past 11 years, the Milskil Team have proudly supported Air Force Fighter Aircrew Training across a number of initiatives. As an integrated capability, we have assisted Air Force to evolve, enhance and implement a handful of key-capabilities that support both the Classic and Super Hornet operations and training: capabilities that will no–doubt endure for the foreseeable future. Largely due to external influence, we have operated the Classic and Super Hornet activities as discrete programs. However, the impending acquisitions of the EA-18G Growler and Joint Strike Fighter (JSF) fleets provide us with an excellent opportunity to re-align these programs to better-support the needs of Air Force through the establishment of a single Fighter Training Business Unit. By managing its fighter instructor resource as a unified and fully integrated Air Combat training capability, Milskil are able to enhance support to both of its F/A-18 training programs in addition to better-supporting Air Force exploration of the emerging requirements for both the EA-18 Growler and Joint Strike Fighter Programs.
Our key-strength however, will remain our collective capacity to provide operationally-relevant support directly to the cockpit – delivering timely and relevant effects-based knowledge and experience transfer that directly benefits Air Force Air Combat Training.

Urban Close Air Support Mission Rehearsal

Specialists from the Milskil Classic Hornet Team have again demonstrated their intrinsic value as a key-component of Air Force Air Combat Training. In an effort to enhance aircrew training supporting Urban Close Air Support (CAS) mission types, the Milskil team have initiated and continue to guide a project that is providing more-representative urban synthetic environments for CAS Simulator Mission Training. Milskil Classic Hornet Training Services Manager, Bill Dahl says that the improved capability is currently undergoing trials with Williamtown-based Classic Hornet Squadrons and is receiving very positive reviews from aircrew. “Further, the unit responsible for Joint Terminal Attack Controller (JTAC) ab-initio and post-grad training, No 4 Squadron, is expressing great interest in utilising these enhanced urban visuals in support of their training requirements: it’s fantastic that the two-key operational elements of CAS – Air Combat Aircrew and JTAC’s –both find value in the enhanced solution ”.
